Attracting Jobs: Do tax breaks for business spur employment?

Policy/Program Memos

It is imperative that you use the guidelines that I have attached.

The class relies heavily on the discussion of public policy and program issues to provide insight into real-world challenges faced in the public sector. The readings on substantive policy issues generally contain background information on the policy and/or program and often frame a decision that needs to be made. We will use this information to answer five basic questions:

What is the policy problem?

What is the democratic context/why is this a public policy issue?

What are the policy alternatives?

What is the best policy solution and why?

Who is the audience/ who should implement the proposed policy solution?

Your answers will come in the form of a MEMO that you can imagine writing to a legislator (e.g. someone who has to make a decision based on your recommendation).

The 2-3 page memo should be double-spaced using 12-point font and one-inch margins. You can successfully perform the analysis by drawing exclusively from the material presented in the CASE.PDF I included. If you draw on material from outside the case you must include a page with a list of references. This reference page will not count against your page limit. You may also include graphs, charts, and/or other relevant material in an appendix that will not count against your page limit.

Each memo will be graded out of 15 points – 2.5 points for each of the five elements required above and 2.5 points for your overall written presentation. Please keep in mind that these issue memos should be something you would be comfortable sharing in a professional setting. Your writing presentation will, as a result, be held to a high standard.
