1. Explain the concept of resilience and its consideration in assessing the vulnerability of CIKR and homeland security efforts.
The protection of our nation’s critical infrastructure and key resources (CIKR) is vital to our not only our country’s security but also to our public health safety, economic vivacity, and way of life. Terrorist attacks on CIKR have the potential to significantly disrupt the country’s economic activities as well the functioning of the government. This can often time produce cascading affects well beyond the initial target (“National”, 2009). The terrorist attacks of 9/11 are a prime example of this. Not only did the attacks produce a tremendous amount of loss of life and property destruction but it also had a large psychological impact on the American people as well as a huge economic cost that was felt for many years after.
One of the key reasons in why America was able to bounce back after the attacks is often credited to our resilience. According to Kamien (2014), “One of the foundational concepts of homeland security is the need to build resilient systems, communities, and institutions that are robust, adaptable and have the capacity for rapid recovery” (p. 802). If parts of the nation’s CIKR has a very low resiliency level than that greatly increases the vulnerability levels.
2. Describe interdependency as it relates to CIKR and its role in the development of infrastructure protection plans.
CIKR supports the countries security, economy and public health and welfare. I believe interdependency as it relates to CIKR is connections between physical facilities, the cyber realm, services and customers. The textbook refers to this as interconnectedness and describes it as a, “formal linkage between two different systems.” It then takes it one step further with the related term, interdependence. This is an interdependency in which two system are not only connected but depend upon each other to function (Kamien, 2014, 444).
Because interdependencies and dependencies among critical infrastructures are increasing it is also increasing the vulnerability of critical infrastructure thus new approaches to designing and managing infrastructure are building up resiliency to terrorist attacks.
3. Provide your definition of the concept of cyber security.
To me this is a very difficult question because cyber security incorporates such a broad realm. The DOD even has problem with defining what cyber security and cyber warfare is. On a personal level to me cyber security would be the protection of my personal information and assets. On the Government level it could also be the security of assets and information but on a national scale, and then you also have to deal with cyber warfare and cyber terrorism.

3. Provide your definition of the concept of cyber security.
When mentioning cyber security to the average citizen most will relate this to their personal computers at home and the likelihood of getting a virus from downloading something that they received via an email or while surfing the web online. Unbeknownst to many this is just the tip of the iceberg when it comes to cyber security concerns. In my line of work in law enforcement we are limited to which department issued cell phones due to criminal justice information sharing security concerns. Cyber security as it relates to homeland security is even more of a concern; a cyber attack can be made against our critical infrastructure and cause disastrous results. What if the cyber attack targets air traffic, power grids or military assets? One needs to take a deeper look at this threat to really understand the significance; it is more than losing your home computer, it can lead to serious and tragic results.
