Ministerial Briefing Package
Task: You are to write a ministerial briefing package that sets out a scholarly
defense for a planned rural development. The minister will use your briefing
package to inform their speech and media comments regarding the proposed
development. So it is critical that the minister is well informed. This assignment
calls for you to demonstrate your robust knowledge about the topic, the ability to
critically assess scholarly and ‘grey’ literature, and the ability to creatively
synthesize material.
There are two proposed rural developments. You need to pick one. These are
outlined below in the section titled ‘Topics’.
The ministerial briefing package will have two parts. You need to complete each
part.
Part One is a 1500 word ministerial briefing paper. Your paper should provide
the minister with all the necessary background information, facts and figures
needed to understand the justification for the proposed rural development. Your
work needs to be thoroughly referenced, and appropriately sourced. You paper
needs to be structured using the following headings:
1. Introduction – articulating which of the two ‘rural developments’ your are
addressing.
2. Demographic characteristics of the region and forecasted trends
3. Scholarly justification for the development (which means you have to
look at literature that provides support for centralized rural populations
or decentralized rural populations).
4. Existing planning frameworks, policies and mechanisms and an
assessment if the proposed development would require any shifts in
these.
Part Two: is a list of five key references – with 50 words describing why the
references in important.
To complete this assignment you will need to think carefully about what a
minister might need to know. You will need to carefully research your topic and
ensure your sources are reliable. Ensure your work is well referenced incase the
minister needs to check the sources.
You will need to upload your assignment through the link provided on the
blackboard site for this unit (in the assignments folder, marked assignment 2).
Your assignment is due Friday 5th June 2015. However, you are encouraged to
submit as early as possible.

Topic One: The Margaret River Region in Western Australia has experienced
considerable growth, with an averaged growth rate of 2.8% over the last decade.
The Western Australian state government would like to support the projected
growth of the region by releasing land for housing development. However, this
proposal will see new land for housing only released within the town of
Margaret River. No further residential development will be permitted in any of
the small towns in the region. Furthermore, no more farms will be able to be
subdivided for lifestyle lots. This proposal aims to enhance the viability of
Margaret River town by growing the population and also provide a mechanism
for ensuring the attractive rural landscape of the region is not ‘destroyed’ by
housing.
Topic Two: The Margaret River Region in Western Australia has experienced
considerable growth, with an averaged growth rate of 2.8% over the last decade.
The Western Australian state government would like to support the projected
growth of the region by releasing land for housing development. This proposal
will see no further urban expansion of the town of Margaret River. Rather, new
housing land will be divided evenly between the other towns of the local
government area. This will help improve the viability of the other townships in
the region and reduce the pressure on the town of Margaret River.

2. You should use sub-headings to structure your paper. You may also use
dot points if you need to emphasize particular points (use these sparingly
do not write your whole assignment using do points!).
3. You may like to include up to five ‘questions and answers’ at the end of
your paper (within the word limit) to help the minister prepare.
