Why does Price Ceiling prevents?

In Poor Countries, certain essentials of life like certain medicines or food grains are extremely scarce. Consequently, their Equilibrium Prices, as determined the market forces of Demand and Supply are very high. So, a large part of the poor section remains deprived of these commodities. As a result, it becomes essential for the government to intervene and set the price to a level such that it becomes affordable for those sections. Price Ceiling prevents the prices from raising too much high.
