problem/observation:PROBLEM OBSERVED AT BIRTH CERTIFICATE OFFICE:At birth certificate office I noticed that some people that come to
get birth certificate for their kids stay outside the office before office hour. because the office opens 8am and closes 4pm, so I want
to write a advocacy paper that can make the office to open early and closes late, just for the sake of those that want to come earlier
than 8 or later after 4pm. I have been observing this problem for the past 3 month and also it actually happened to my sister during
her visit to birth certificate office. She got there 7am and no one attended to her until 8am regular office hour.
