1. Some observers have proposed that nonpartisan panels draw congressional district boundaries in an attempt to curb gerrymandering. Who do you think should serve on these panels? What types of people might be both knowledgeable and fair?
2. In recent opinion polls, Congress ranks last behind the Supreme Court and the president in popularity with the public. What might be some of the reasons for the public’s disenchantment with Congress? How might members of Congress change their standing with the public?

3. How has the presidency evolved from the time of George Washington to the time of Barack Obama?
4. What are the president’s responsibilities toward his or her political party and various constituencies?
5. What is the policymaking function of the bureaucracy and what are the ways in which appointed officials act as politicians?
6. In modern times, we tend to equate the term “bureaucracy” with “red tape” or “inefficiency.” How does the goal of neutrality and the need for specialization help reinforce those images?
