Construction Economics

You are to assume you are employed as a Chartered Quantity Surveyor working for a client facing PQS practice.

Your employer has been appointed by Good Architectural Services to provide some cost advise on a new development. Good have been commissioned by Church Property Management to provide professional services for a new office development in Chorley. At this stage it is envisaged that the project will be procured using Design and Build with the novation of the architect at stage D (RIBA Plan of work) or Stage 3A (OGC Gateway).

The project is currently at RIBA stage C. A previous Quantity Surveying practice produced the ‘order of cost estimates’ for the scheme, which provided the client with a budget estimate of £650/m2 GIFA. Unfortunately, the practice ceased trading in July following insolvency.

The project will be developed on a 0.8 hectare, brownfield site in Chorley. Site investigations commissioned by Good suggest the site is not contaminated and consists of boulder clay. Although the report did identify that some piling remains from the previous buildings that have been cleared ready for redevelopment.

The designers have not provided any details of the external works for the site, however, they suggest the site will consist of:

• 22 car parking spaces, with an allowance of 20% for access roads and other associated infrastructure

• Hard landscaping around the perimeter of the building, radiating out 1.5 metres.

• The remainder of the site will be soft landscaping to the satisfaction of the planners.

Produce a detailed elemental cost plan (Cost Plan One) for the Chorley scheme. Including all supporting calculations, assumptions, queries, and details of any supporting information you have used.

The following items have to be measured and adjusted:

• Gross floor area

• Area of External walls

• Area of Internal walls and partitions

• Internal doors

• External windows and doors

• External Works

Should your estimate exceed that originally provided please provide some advice to the client relating to remedial measures.

Task Three

Produce a professional report, the report should be structured and formatted in accordance with the NRM. The report must be professionally drafted and should communicate the outcomes of task 1 and task 2 above. All calculation should be included as appendices.
