How state agencies and academic institutions are addressing the needs and challenges of the adult learner

Needs and Abstract, needs 10 references (5 must be scholarly) and here are the areas that need to be covered along with some “suggested” references:
1. What/who is the adult learner?
2. What are the needs, challenges and barriers for adult learners?
3. How state agencies and academic institutions are addressing the needs, challenges and barriers to overcome these issues (I provided some links to some state agencies and academic institutions but please look for more)
4. How teachers need to adapt their curriculum/interaction with adults for more effective learning, engagement and motivation. (i.e. changing curriculum from teaching kids to teaching adults. Adults already possess experience and knowledge so teachers need to keep that in mind when teaching adults and creating their curriculum)
5. Future of Adult learning (Percentage of college degrees among adult learners will increase if higher education institutions cater to adult learners, which in turn benefits the quality of their lives, whicn in turn is beneficial to the economy. Or future of adult learners can be on technology and how technological advances provide the flexibility adult learners/workers need to earn college degrees, which in turn benefits the quality of their lives and stimulates the economy.
