European Universities that offer External PhD programs

Are there any government accredited/supported (i.e. fee-free or low-fee) universities in Europe (particularly in Germany) which allow overseas students to complete a PhD in Sociology (or Social Sciences or Gender Studies) entirely at a distance (i.e. without having to travel to the university in person)?

Are there any universities that accept dissertations in English? (I know that the answer to that is “yes” in Germany, but while I can submit my dissertation in German, I would prefer to do so in English, which is why it becomes a significant factor).

If so, which are they (or what is a representative sample of them)?
