It should include a discussion of how useful linking spending to performance has been.

1. Fiscal Strategy
Choices about overall levels of spending (and taxation and borrowing)
2. Spending Strategy
Choices about allocations within government spending between departments, policies, current and capital, etc.
Therefore, “strategy” in this context meant significant changes to the patterns and levels of spending.
