Government Special Benefits

Special benefits are oftn afforded to individuals or families by state or federal governments to encourage behavior that somehow benefits that government. These benefits would consist of rewards such as tax advantages, housing subsidies, or income offsets. why do governments afford special benefits to families? should they do so?
