The committee bill would like to reduce the maximum amount that an individual can give to a campaign from $2,000 to $1,000. 50 Legislators (we will call them Group A legislators) want this preference order:
1. The best thing would be that the bill does not pass at all!
2. If the bill passes they would prefer that it have the amendment.
3. The worst thing would be for the bill to pass without the amendment!
These Group A legislators represent a lot of rich families who have a lot of money. But their families are small so they do not make donations for anyone other than themselves.
