You will prepare a plan to mitigate a planned terrorist incident conducted by the Army of God, Discuss the types of hazards that would be involved. Discuss actions that state, local and federal organizations would pursue in mitigating, preventing and responding to the incident. Cite relevant sections of the textbook, the readings and any additional materials that you may research. Don’t forget to discuss relevant statutory authority, including the Patriot Act, for the actions you describe. You should demonstrate critical thinking and analytical skills as well as strong writing.

1. Limit the scope. Attempting to topple ISIS or make the coastal U.S. impregnable to hurricanes is too large a task to undertake in a 5-page paper. Focus on an activity, tactic or threat aspect to mitigate, such as dealing with ISIS’ crowdsourcing terrorism tactics in the US, or protecting and restoring critical infrastructure from hurricane strikes along the Gulf coast.
2. When describing the scope of paper, break down the specific threat you are mitigating into its various components and address each. Also remember the various stages involved before, during and after an event.
3. Use subheadings to organize your writing. Lead the reader from point to point, and stay on task under subheadings. You should have an introduction to the threat and the scope of the mitigation strategy, a breakdown of the threat components with descriptions of the recommendations to mitigate each, and a plan summary.
4. Executive summaries, abstracts, bibliographies, graphs and images do not count towards your 5-page count.
