Two opposing navys (French and British) are offshore an island while the admirals are deciding whether or not to attack. Each navy is either strong or weak with equal probability. The status of their own navy is known to the admiral but not to the admiral of the opposing navy. A navy captures the island if it either attacks while the opponent does not attack, or if it attacks as strong while the opponent is weak. If the navys attack and they are of equal strength, then neither captures the island. The island is worth 8 if captured. The cost of fighting is 3 if it is strong and 6 if it is weak. There is no cost of attacking if the opponent does not attack and there is no cost if no attack takes place. What should the admirals do?
