policy memo format

Paper instructions:
This paper should be 3-4 pages single spaced with a double space in between paragraphs. It can be any policy memo format. Citations should be in the form of footnotes. It must contain the following components:
1. Executive Summary
2. Brief overview of the issue area
*Probably the global context as well as country-level.
3. Overview of existing policy/policies or policy discussions addressing the issue
*This may be globally again, or regionally, or specific to your country if possible
4. Pros and cons of the existing policy/policies or policy discussions
*Successes, failures and lessons learned from research/reports
5. Proposed policy for your country
6. Arguments about why this policy should be adopted including how this policy
addresses weaknesses/implementation challenges, lessons learned from other
contexts

It should discuss barriers to higher education for minorities in Brazil, current policies, and a policy proposed solution.
