drugs, which he turns over to the police.

5. Basic literacy is the foundation of all-education and a precursor to the-United States democracy having
active, involved citizens. Courts in Connecticut, Pennsylvania, Texas, Kansas, California, and Michigan
have recently heard cases challenging poor public education. One of the two Michigan cases (Detroit) is
rooted in the US Constitution. Does the US. Constitution guarantee literacy for all?
