This is a researched based paper on your personal career development in the field of Public or Non profit Administration. It is composed of

three parts:

• A. A list of generic competencies needed by contemporary Public or non-profit Administrators. Including those laid out by NASPAA, ICMA, AAPAM

and Lester Solomon’s “new governance”:
o to lead and manage in public governance; to participate in and contribute to the policy process;
o to analyze, synthesize, think critically, solve problems and make decisions;
o to articulate and apply a public service perspective;
o to communicate and interact productively with a diverse and changing
o workforce and citizenry.
• Summarize the competencies for each group. Compare/contrast and synthesize them with a chart similar to the one below except using Bloom’s

Higher level of taxonomy and come up with your own list of competencies that are needed by Public or non-profit Administrators
• Some of the Public Sector values that will be emphasized in this class will be all five of the five “E’s” of Public Administration: Economy,

Efficiency, Effectiveness, Ethics and Equity.
• For your guidance, in 1956, Benjamin Bloom headed a group of educational psychologists who developed a classification of levels of

intellectual behavior important in learning. During the 1990’s a new group of cognitive psychologists, lead by Lorin Anderson (a former student

of Bloom), updated the taxonomy to reflect relevance to 21st century work.

• These levels of learning, listed from lower to highest level, are as follows:

• Remembering: can the student recall or remember the information? define, duplicate, list, memorize, recall, repeat, reproduce state

Understanding: can the student explain ideas or concepts? classify, describe, discuss, explain, identify, locate, recognize, report, select,

translate, paraphrase Applying: can the student use the information in a new way? choose, demonstrate, dramatize, employ, illustrate, interpret,

operate, schedule, sketch, solve, use, write. Analyzing: can the student distinguish between the different parts? appraise, compare, contrast,

criticize, differentiate, discriminate, distinguish, examine, experiment, question, test. Evaluating: can the student justify a stand or

decision? appraise, argue, defend, judge, select, support, value, evaluate Creating: can the student create new product or point of view?

B. Based on public and non-profit websites, job descriptions and other sources, identify at least one professional position, you might be

interested in, and the competencies required for each.Try to categorize them using Bloom’s Cognitive Domains. According to a job description for

an Urban Agriculture Specialist at the University of Maryland, the competencies needed to excel include, “planning, organizing, developing,

implementing, and evaluating educational programs for urban and suburban communities and residents. “ The relationships required to succeed in

this position include, “partnerships with local and state agencies, elected officials, communities, landowners, residents, industry and

environmental groups in developing economic urban farming opportunities.” Although this field is largely related to urban planning and

agriculture there is also an element of the job that requires partnership with local and state organizations.
