Proposal Argument

I need an proposal argument essay on a problem dealing with nursing discipline that is important and interesting to me and for which I have a possible solution. Remember, a proposal says “A” should do “B” because of “C”. Make sure you explain why and how thoroughly.It needs to be five full pages plus I need an annotated bibliography.
*The essay must include all the elements of the basic outline.
*The essay must include a thesis in ABC format.
*The essay must use a minimum of five sources. The sources must show excellent variety in type.
*The essay must use proper MLA format and have all the appropriate MLA documentation.
*The essay must include an annotated bibliography in lieu of a regular works cited page.
*Basic Outline Introduction Stay neutral until you reach your thesis.
*Basic information on the topic/issue/problem (make sure the readers have enough background information to understand the proposal).
*Summary of positions (what do people think about this problem? What solutions have people proposed or attempted? Do people think there is a possible solution or that it matters?).
*Thesis (follow the A should do B because of C format).
