QEP 2016 Assessment/Ethical Dilemma for Economics classes

Here is a situation creating an ethical dilemma requiring one to consider personal values, choices, decisions and consequences in their decision-making.

The president has recently selected you as an economics student to decide if his/her new plan for universal health insurance is ethical. Under the proposed plan every US citizen will be required to have health insurance. Also people cannot be declined or charged a premium for preexisting conditions. Two plans will be available for people to pick.

Plan A – Costs $1600 per month. It includes a deductible of $7000. Once you have paid $7000 out of pocket the insurance will cover 100%

Plan B – Costs $1000 per month. It includes a deductible of $1000 after the deductible the plan will cover 80% of your expanses and you cover 20% until you have paid $7000 out of pocket then the insurance will cover 100%.

Some people argue that everyone should be able to afford healthcare. On the other side people argue that this is giving away a free lunch to some people that it is not fair. How will the doctors be impacted by the implementation of this plan? How will patients be impacted?
