Paper instructions:
In this paper you will discuss a proposition of policy of your choice. You will identify the issues with the existing policy or address an existential inherency then provide feasible/practical solutions to the problem. The paper should be structured in the form of Stock Issues: Ill (problem), Blame (cause), and Cure (Solution). (Ch. 5).

Introduction: Begins with a relevant and interesting introduction. Proposition is clearly stated and preview is included and effective. (Ch. 5)
Ill (Problem): The problem is described clearly and with detail. Both extent and magnitude are discussed.
Blame/Inherency (Cause): Causes are clearly defined and explained. Type of inherency is identified and discussed.
Cure (Solutions): A viable solution if clearly identified on governmental and personal levels. Thoughts are clear and complete and solution(s) discussed in detail. Assertions are backed by evidence, examples, or explanation. Claims are free of fallacies.
Conclusion: Major finds are summarized; includes a review statement, proposition and a clear sense of closure.
