You are a consultant in your country’s maritime administration. Recently, you have adopted an open ship-registry policy, and ship owners are keen for their ships to fly your flag.
As the flag state you have certain responsibilities undet SOLAS. Not only you have check SOLAS compliance of existing ships, but ship owners ask you to approve new-builds and alternative designs.
Analyse, using the knowledge you have gained about DFS (Design For Safety), RBD (Risk Based Design) and GBS (Goal Based standards), how you would go about approving a newly built ship differently than the traditional method, and what you would check for.
