You’ve spent a lot of time studying the response efforts to Hurricane Ike. You’ve also studied other major disasters (Hurricane Katrina, 9/11, and others). The U.S. response system is influenced by a set of policies (think Stafford Act, mutual aid compacts, etc.) and organizational arrangements (think NIMS, ICS, etc.). Using what you’ve learned, describe these policies and organizational arrangements and how they influenced response during Hurricane Ike in Texas. Did Texas perform better than Louisiana during Katrina, how so? New York after 9/11, how so? How did those policies and organizational arrangements influence performance?
