Basic Structure:

Briefly state the main points of each section.
1. Expository Phase
Summarize the author’s arguments. That means showing how the author arrives at his conclusions. You must address each major reason supporting the author’s conclusion. When presenting an argument, it is often best to state the conclusion first.
2. Critical Phase
Appraise his arguments. State and explain their strengths and weaknesses. You must support your conclusions, and not just list your beliefs.
3. Your Position
Like the author of the article you summarized, you must argue for your position. You should conclude that either that one can, or one cannot, tell that God exists through observations of nature. Then, you must support your conclusion with premises. Ideally, these premises should be reasons that count for others, i.e., not simple appeals to tradition. Make sure your conclusion and premises are clear! Also, if you agree with Paley, you cannot simply restate his argument.
Do not underestimate the importance of proper grammar, correct spelling, and good structure. If your paper displays these things, it will be easier to read and understand. Conversely, if you have a solid argument that is not clearly presented, the argument could be missed. Proofreading your paper multiple times before handing it in is a quick and effective way of detecting problems. The more time between proofreads (hours, days, or weeks) the better.
