Groups in many countries seek independence and the creation of their own state. The normative basis of such claims is self-determination, the idea that communities have the right to determine how they are governed. But self-determination also has potential costs. These include the possibility that not all inhabitants would benefit from the creation of a new state, population transfers, and wars over contested borders. It is not clear what criteria a group must meet in order to merit its own state in accordance with the principle of self-determination. The international community is often reluctant to recognize new states, fearing that doing so will encourage the fragmentation of other states.
