MAKE    A    CASE    FOR    REFORM    OF     AUSTRALIA’S    SYSTEM    OF    FEDERALISM

On    the    basis    of    the    debates     examined    in    this    unit ,     present     a    report    on    the    options
available    for    reform ing      the    Australian    system    of    federalism.     In    doing    so,    make    a
case    for    the    option    that     you     wou ld    recommend.

You    may    argue     your    case    from    the    perspective    of    one    of      the    groups    considered    in
this    u nit     (such    as     rural,    coastal    or    urban).

Alternatively,     you    may    approach    the    question    from    a    theoretical    point    of    view
such    as    the    implications    of    globalisation    for     intergovernmental    relations,    or    the
possibilities    and    limits    for    reform    emanating    from    the      notions    of
constitutiona lism,    sovereignty    and    democracy.     Under    this    approach,    your    case
would    be      for     limiting    reforms    in    accordance    with    the    possibilities    and    limits    you
identify.

Whichever    of    these    alternatives    you    adopt,    your    project    must     be    based    on    the
relevant    literature,    not    just    on    your    own    ideas.    Your    appraisal    of    that    literature
must    of    course    be    critical,    but    the      proposal    must    give    it    serious    consideration.
