It is rate of unemployment which persists in an economy when the labor market is in equilibrium i.e. when there is full employment in the economy. When the economy is at natural rate of unemployment, unemployment exists due to presence of only structural and frictional unemployment in the economy which is natural for any economy because these types of unemployment can persist even when the labor market is in equilibrium.
