• To what extent is the law reflecting a moral position and whose morality is embodied in the law?
• What do you perceive to be current law enforcement policy and practice on prostitution? Do you perceive there to be any victims in this “victimless crime?” If so, who are they, and what do you believe the law is doing and should do to protect them?
• If possible, select a particular jurisdiction within the state and obtain information about the nature and extent of prostitution in that jurisdiction and the police department’s policy on enforcing prostitution laws.
• What factors do you believe account for current law enforcement policy and what model, or combination of models, of public policy decision-making do you think best explains the policy?
• To what extent is there a conflict between law enforcement policy and state law?
• Is there any conflict between law enforcement policy and practice?
• What specific change(s), if any, would you recommend in the current law, both civil and criminal, and/or to law enforcement policy? Present the arguments in support of the position you take, describe the resistance you expect, and outline a strategy for overcoming that resistance.
The completed paper should be about eight to ten double-spaced pages in length and be accompanied by an appropriate reference list. It should be submitted in MS Word or in a form MS Word can recognize (like a .rtf file).
